Clamshell Crack-Up: Packaging Rules Hit Produce

Plastic pickle: California’s sweeping packaging law is getting very real for agriculture, and the produce aisle is suddenly checking its calendar like it forgot an appointment. The State Board of Food and Agriculture is stepping into the SB 54 debateas growers warn the first deadlines could arrive before workable alternatives do. Nothing says “fresh strawberries” like policy panic in a clamshell.

The clamshell problem: Strawberry shippers rely on PET clamshells for cooling, visibility, traceability and bruise protection. Replacing them is not as simple as swapping plastic for vibes and a compostable sticker. CalRecycle says SB 54 shifts end-of-life responsibility to producers through an extended producer responsibility program, but grower groups argue produce packaging has food safety and shelf-life needs that may not fit neatly into the same bin as shampoo bottles.

Dairy deja vu: The rule is also rattling dairy processors, with some warning that packaging fees and material limits could raise costs for milk, cheese and other products that are already not famous for enjoying regulatory scavenger hunts. Reports say compliance anxiety is building as some manufacturers seek delays or exemptions for materials that currently lack practical alternatives.

Why it matters: Sustainability is a worthy goal, but perishable food does not pause while packaging policy figures itself out. If growers cannot find legal, affordable and functional packaging, the fresh-food supply chain could get boxed into a corner right before harvest.
